Programme Manager, Public-Private Partnerships Division – 100%

The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

DCAF's Foundation Council comprises 62 member states, the Canton of Geneva and six permanent observers. DCAF’s Public-Private Partnerships Division supports multistakeholder approaches that foster and strengthen partnerships between states, parliaments, international organisations, civil society and the private sector. We are a strategic implementing partner for both the Montreux Document and the International Code of Conduct for Private Security Service Providers (ICoC). In partnership with the ICRC, our work supports companies operating in complex environments to ensure that human rights are integrated into their business practices. We are looking for a motivated and experienced individual for the role of:

Programme Manager – (100 %)

Location: Geneva (with regular travel)

Starting date: October 1st or upon mutual agreement

Duration: unlimited

The role

The successful applicant will play a key role in the planning, implementation and management of the division’s programmes. Part of a professional team in Geneva, the Programme Manager will support the Division in strengthening its applied research; its policy development work; and ensure linkages to regional and national implementation of applicable international norms and good practices.

Key activities:

  • Drive the development and implementation of policy research activities;

  • Develop practical knowledge products (such as handbooks, toolkits, and training modules);

  • Lead resp. actively contribute to planning, implementation and management of assigned projects to support the national and regional implementation of applicable norms and good practices;

  • Identify opportunities for new projects, build partnerships and conduct donor outreach.

YOUR EXPERIENCE

Essential:

  • Project development and management (incl. monitoring and evaluation), preferably with experience in Africa;

  • Engagement with key stakeholders in public institutions, parliaments, civil society and the private sector, including the private security industry;

  • Familiarity with key international policy frameworks and multilateral initiatives including the 2030 Agenda on Sustainable Development, UN Guiding Principles on Business and Human Rights, International Code of Conduct for Private Security Service Providers and the Monteux Document;

  • Substantial grounding in concepts and approaches related to security sector governance and reform;

  • At least 10 years of applied policy experience in the fields of business and human rights, international development, and/or security sector governance and reform;

  • Advanced degree in political science/ international relations, economics, business, international human rights or humanitarian law, or related field.

    Additional skills or experience:

  • Proven track record in programme and staff management

  • Fluency in English and French, both written and spoken, is essential; additional languages considered a plus

  • Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
