Over the last five years, DCAF has sharpened its strategic outlook as well as its results-orientation. A new 5-year corporate strategy and a Performance Report covering 2019 have recently been adopted (https://www.dcaf.ch/transparency).

DCAF is committed to further develop its corporate capacity in the area of Monitoring, Evaluation, Accountability and Learning. This capacity will also play a central role in developing DCAF’s corporate approach to Results-Based Management (RBM).

For our corporate services, we are looking for a dynamic and motivated individual to be our next:

Senior Advisor for Monitoring, Evaluation, Accountability and Learning (80-100 %)

Location: Geneva (availability for minimal travel if required)

Duration: unlimited

The mission:

The Senior Advisor for Monitoring, Evaluation, Accountability and Learning will play a key role in advising the Director and DCAF’s Senior Management on all aspects of M&E, performance reporting and lessons learning. The Senior Advisor, who will report directly to the Director, will be mandated to develop and harmonize DCAF’s approach and methodological toolbox related to his/her area of responsibility. This includes the further development of DCAF’s corporate RBM framework to reflect the Centre’s new 5-year strategy as well as the improvement, operationalization and harmonization of results-based planning, monitoring, evaluation, performance reporting and learning. This is a newly created position.

Main responsibilities and related activities:

1. Provide input to reflections on corporate strategic steering

· Support and advise the Director and the Senior Management Team on how to operationalize and monitor the implementation plan for the 5-year strategy and how to translate this strategy into annual workplans;

· Support and direct efforts to strengthen DCAF’s approach to RBM, notably in the area of strategic steering and lesson learning, and collaborating with all DCAF entities to develop a results culture and a more systematic approach to lesson learning across the organisation;

· Support reflection on how to optimally align the organization’s 5-year strategy with its budgetary framework (in cooperation with the finance team).

· Other tasks as required.

2. Strengthen DCAF’s conceptual basis and toolboxes relating to M&E/RBM and lesson learning

· According to the direction of the SMT, lead the further conceptual development of DCAF’s RBM framework;

· Support the planning, development and operationalization of RBM tools, frameworks and guidelines;

· Support reflection on how to better integrate RBM with DCAF’s information management systems;

· Provide advice on M&E and RBM-related matters including on the development of project logical frameworks as appropriate and in coordination with departmental staff;

· Support the development and implementation of an RBM induction programme for new staff as well as ongoing staff training.

3. Develop DCAF’s corporate Performance Report *(November through April)*

· Collect and analyse monitoring reports from DCAF staff;

· Liaise with DCAF’s RBM focal points;

· Provide quality assurance regarding performance reporting, confirming that results are at the appropriate level, with a focus on outcomes, and supported by relevant data;

· Draft the yearly performance report based on monitoring reports.

4. Strengthen DCAF’s capacity for project management in line with RBM

· Support DCAF entities in reporting for results and developing monitoring reports;

· Support DCAF entities in improving project design and reviewing project implementation in line with the corporate approach to RBM;

· Coordinate efforts to support lessons learning for quality and accountability.

YOUR EXPERIENCE

Education:

· Master’s Degree or equivalent in economics or social sciences.

Profile and experience:

· Minimum 8 years of relevant experience related to monitoring and evaluation, accountability and learning, particularly experience in programme management, utilizing a results-based management approach in an international context;

· Expertise in the area of security and justice governance and reform would be essential;

· Adequate knowledge of monitoring and evaluation methodologies and tools;

· Hands-on experience in validating results and synthesizing monitoring data;

· Ability to think strategically and conceptually, combined with a pragmatic and solution-oriented “can do” attitude;

· Excellent drafting skills and capacity to synthesize information;

· Excellent interpersonal/communication skills and ability to liaise effectively with staff at all levels;

· Strong leadership skills and the ability to influence across all functions;

· Ability to work independently and to perform and prioritize multiple tasks.

Language Requirements:

· Fluency in English and good knowledge of French required.

Other:

· Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite.
