Project: “Enhancing the Delivery of Security and Justice to all Palestinians”
The Geneva Centre for the Security Sector Governance (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.

The DCAF’s Middle East and North Africa Division and under the project ‘Enhancing delivery of security and justice for the Palestinians’ in Occupied Palestinian Territories is looking for an:
International expert –regulation on receiving gifts and regulation on conflict of interests (Fighting corruption, public oversight and accountability)
Location: Home based with one mission to Ramallah, Occupied Palestinian Territories
Duration: The Mandate covers the period from 1 September 2019 to 15 December 2019
Number of working days: 7 days
The role
The mandate consists of:
· Commenting on the regulation of receiving gifts (homebased).
· Participating through video conference in a workshop on receiving gifts (to provide international experience in the regulations on receiving gifts and their implementation).
· Participation in a conference on the regulation on conflict of interests, with providing presentation on the best practices and success stories on the regulation on conflict of interests (the activity is in Ramallah).
Activities and outputs:
Activity 1: Commenting on the regulation of receiving gifts (homebased). (Overall: 2 days)
The Mandatee shall review the regulations on receiving gifts and provide comments on them based on the international standards and best practices. It should cover the best practices on integrity and transparency in the security agencies as well as in the public institutions.

Activity 2: Participation in a workshop through video conference on the regulation on receiving gifts (Overall: 2 day)
· The Mandatee shall participate in a workshop through video conference in which he/she will provide a presentation on the international experience in the regulations on receiving gifts and their implementation. The workshop will take place in October, 2019.

The Mandatee shall participate in a conference in which he/she provide presentation the international best practices and success stories on the conflict of interests regulations The conference will take place in Ramallah. Based on the input from the conference, the mandatee shall submit a report on the conference in which he/she includes specific recommendations. The conference will take place in November, 2019.

Anonymity and confidentiality:
The Mandatee must guarantee anonymity and confidentiality for any persons providing information in the context of this assignment.
Responsibility:
Problems arising during the assignment shall be immediately communicated to DCAF.
Independence:
The Mandatee shall guarantee their independence from the activities implemented. The Mandatee will communicate all and any conflicts of interest to DCAF.
Validation of information:
The Mandatee shall be responsible for guaranteeing the veracity of information collected and presented in the outputs produced.
Delivery of outputs:
If delays in delivering the outputs occur or if DCAF deems the quality of work insufficient, DCAF may withhold the payment of instalments linked to these activities and outputs.**EXPERIENCE**
Education, knowledge and experience
- Master’s degree in public administration, law, social sciences, international development, or other related field.
- A minimum of 10 years relevant work experience in good governance and in particular setting up anticorruption mechanisms, oversight, and accountability
- Comparative experience in working on particular area of regulations on receiving gifts;
- Previous work in/with public institutions as well as with senior management of governmental institutions;
- Thorough proven experience in oversight, accountability, and control in the public institutions;
- Previous experience of working in the oPt is a strong asset;
- Experience working in other MENA countries is an asset;
- Excellent command of oral and written English. Arabic is a strong asset;
- Experience in working in multicultural and interdisciplinary teams;
- Proven experience in in preparing analytical papers regarding laws and regulations.
