For our Europe and Central Asia Division, we are looking for a dynamic and highly qualified expert to be our next:

International Expert – Head of Office (100%)

Title: International Expert – Head of Office

Unit: Europe and Central Asia Division, Operations Department (OPS ECA)

Location: Kyiv, Ukraine

Reporting: The International Expert – Head of Office will be assigned to the DCAF Operations, Europe and Central Asia Division (OPS ECA) and reporting directly to the Head of Police Programme (Project Manager).

Tasks and responsibilities: The incumbent will be supporting DCAF the implementation the Police Assistance Project on Strategic Reform Capacities for the National Police of Ukraine (PSRC-NPU). The project aims at supporting and institutionalizing strategic management and reform capacities at NPU and is part of a wider assistance Programme of Global Affairs Canada (GAC), Peace and Stabilization Operations Program (PSOPs) in Ukraine. The incumbent will support in the PSRC-NPU’s implementation, monitor and review while based at DCAF office in Kiev – Ukraine.

Key areas of responsibility include:

  • Ensure proper functioning of DCAF’s office in Kyiv, including supervision its staff and control of material and financial assets;
  • Provide expert advice to project beneficiaries and PSRC-NPU’s management on strategic police reform matters. The incumbent will provide expertise in areas such as designing, planning, implementation, coordination and monitoring of strategic reform processes in police organizations and will design and implement activities aimed at enhancing the management and leadership competences at strategic and operational level within the NPU;
  • Act as a mentor to mid- and senior managers of the NPU on strategic and operational issues related to ongoing and future reform processes at the NPU;
  • Represent DCAF in Ukraine in the context of the PSRC-NPU, by participating in relevant meetings and other events, in line with the DCAF’s mission, values and objectives;
  • Liaise with the PSRC-NPU’s Project Manager and other Geneva based staff, as necessary, to ensure proper project implementation;
  • Under the guidance of the PSRC-NPU’s Project Manager, work to establish communication and maintain good work relations with national and international stakeholders that are relevant to the implementation of the PSRC-NPU.
  • Perform any other duties assigned to him by the PSRC-NPU programme manager or the Head of the OPS ECA division.

Key qualifications

  • Graduate degree in Law Enforcement, Law, Public Administration or similar;
  • Minimum 15 years of working experience in mid and senior police management positions or similar civilian post relevant for the project areas of expertise;
  • Minimum 5 years’ experience advisory positions related to implementation of police reforms, in providing advice to policy makers and/or practitioners on police reform related issues, ideally in the EU/UN/OSCE capacity building programs;
  • Solid knowledge on principles and practice of security sector governance and reform;
  • Thorough knowledge of democratic policing, law enforcement best practices in the world;
  • Substantial knowledge and experience in modern management and leadership practices, strategic and operational planning; change management and reform in police services;
  • Demonstrated competencies in mentoring/coaching and capacity building of mid- and senior police managers in transition and reform contexts/countries;
  • Proven experience in project cycle management;
  • Proven research, analytical and problem-solving skills;
  • Ability to draft a variety of detailed written reports and to articulate complex and intricate ideas in a clear, concise and persuasive fashion;
  • Knowledge of police practices, police reforms and political challenges in Ukraine will be considered an asset;
  • Fluency in English. Knowledge of Ukrainian and/or Russian will be considered an asset;
  • Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment;
  • Experience in dealing with high ranking government officials and other local stakeholders.
  • Ability to work under pressure and under tight deadlines.
