The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.
DCAF's Foundation Council comprises 62 member states, the Canton of Geneva and six permanent observers. Active in over 70 countries, DCAF is internationally recognized as one of the world's leading centres of excellence for security sector governance (SSG) and security sector reform (SSR). The Resources department manages DCAF resources for a better value for money. It is strengthening its grant management and financial monitoring over programmes while improving financial accountability towards donors. This department counts about 12 people. The total budget of DCAF is around 30 mio CHF.
We are looking for a dynamic individual to be our next:
Operational Finance Controller(80-100 %)
Location: Geneva
Starting date: 7thJanuary 2019 or as soon as possible
Duration: unlimited
The role
The Operational Finance Controller is responsible for providing financial support to divisions/units and local offices teams on grant requirement compliance, budget management, project accounting and financial control systems. The Finance Controller advises divisions/units on fund management and how to optimize the use of resources. The incumbent undertakes a pivotal role between finance and operations and is the main point of contact in the Resources department for operational financial management matters. The incumbent supports the Head of Resources in designing and implementing DCAF financial control systems to strengthen financial management for a better value for money and accountability.
Key areas of operation:
Advise divisions Administrative/Finance Officers on the supervision of budgetary and financial activities
Oversee the preparation of divisional/unit and project budgets with the divisions/units and local teams
Contribute to the design of DCAF finance management policies
Coordinate donor audits and provide necessary guidance to the field
Organize regular meetings with division/unit finance leads
Conduct ad hoc visits in the countries where DCAF operates
YOUR EXPERIENCE
3-5 or more years of work experience in grant compliance requirements and budget management
Experience in designing or reviewing financial control systems or ensuring grant requirements compliance
Fluency in French and English is essential (oral and written)
Proven knowledge of non-profit accounting such as Swiss GAAP RPC, IPSAS or US GAAP
Proficient in drafting diversified grant budget proposals
Demonstrate analytical capacity to review data and detect errors or unusual trends
Capacity to solve issues
Good organizational skills, ability to prioritize and strong attention to detail
Ability to synthetize and to get the big picture over aggregated division budgets
Strong communication (written and oral) skills
Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
