DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, respect for human rights, and gender equality. DCAF's Europe and Central Asia Division is supported by a permanent staff of approximately 40 and operates from its headquarters in Geneva and its offices in Ljubljana, Chisinau, Belgrade and Skopje. The Cybersecurity Programme within the Europe and Central Asia has a successful track record of implementing cybersecurity governance projects in Southeast and Eastern Europe. We deliver highly tailored services aimed at strengthening the political and technical processes of cybersecurity governance. Through our work, we strengthen national cybersecurity ecosystems by supporting legal and policy reform, support the capacity of key cybersecurity institutions, enhance the skills of cybersecurity professionals and improve cooperation between cybersecurity actors from all stakeholder groups for more effectiveness and accountability in cybersecurity.
For our Cybersecurity Programme in the Europe and Central Asia Division, we are looking for several motivated and highly qualified individuals to be our next:
Expert Consultants – Cybersecurity Governance – Western Balkans (100%)
Location: Tirana, Albania; AND/OR Sarajevo, Bosnia-Herzegovina; AND/OR Pristina, Kosovo; AND/OR Podgorica, Montenegro; AND/OR Skopje, North Macedonia; AND/OR Belgrade, Serbia

YOUR ROLE
Under the supervision of the Principal Programme Manager, the incumbent will support DCAF in the implementation of its Cybersecurity Programme.
Overall tasks and responsibilities:
o Under the supervision of the project leads, implements project activities in one or several Western Balkan countries:
o Contributes to planning activities
o Ensures the smooth organisation of project activities
o Reports on activity results and outputs
o Liaises with project beneficiaries and partners:
o Contributes to identifying key stakeholders
o Regularly liaises with local stakeholders
YOUR EXPERIENCE
• Advanced university degree in law, political science, international relations, international human rights, information security or related field;
• Minimum 10 years of experience working on cybersecurity, cybersecurity governance, security sector reform and/or public sector reform;
• Knowledge of international best practices in cybersecurity governance as well as of cybersecurity policy developments in one or several countries of the Western Balkan region;
• Considerable experience in working for and/or supporting cybersecurity actors;
• Considerable experience in results-based project management;
Additional requirements:
• Working permit in one or several Western Balkan countries at the time of application is a pre-requisite;
• Fluency in one or several languages of the Western Balkan region and excellent written and spoken English are a prerequisite;
• Excellent inter-personal skills and ability to establish and maintain effective partnerships and working relations in a politically diverse and at times sensitive environment;
• Strong organisational skills with an ability to work independently and self-responsibly within the given deadlines;
• Excellent communication skills (oral and written).
