DCAF – the Geneva Centre for Security Sector Governance, is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF’s MENA Division is seeking a senior and experienced programme manager to lead a team responsible for the delivery of the UK DfID’sCapability, Accountability, Sustainability and Inclusivity Programme (CASIP) with the Palestinian Ministry of the Interior. CASIP aims to deliver improved financial and human resources management, policy-making capability, a more effective security sector complaints handling system and increased internal accountability of the Palestinian Authority Security Forces (PASF). The Outcome of this project is: “A more capable, accountable, sustainable and inclusive PA security sector; and improved, more inclusive PA legitimacy and ability to govern.” Under the outcome, the programme will support interventions in four identified thematic areas: strategic planning and research, public financial management, complaints and human resources. Each contributes to the wider Administration Programme (AP) coordinated by the Ministry of the Interior on behalf of the Palestinian Security Forces.

Starting date:Immediate

Duration: The position is project based and is currently planned to run until March 2021

THE ROLE

Reporting to the Head of the Ramallah DCAF Office, the Team Leader will:

  • Lead the CASIP team and assume responsibility for all aspects of programming, planning, budgeting, organising, preparing, and conduct of project activities.

  • Liaise and coordinate with the Palestinian Ministry of the Interior (MoI), PASF and international actors supporting the MoI Administrative Programmes to ensure continuous political and operational support.

  • Represent the programme and interact and coordinate with other programme leads within the MOI’s internationally supported “Administration Programme”.

  • Work directly with the donor to meet expectations and respond to new requirements.

  • Ensure smooth functioning of the programme governance system including support to the programme Technical and High-level Steering Committees.

  • Review programme and organisation design and acting on required changes.

  • Oversee successful execution of activities - on budget, to schedule and achieving outcomes.

  • Lead the assessment and treatment of programme risks.

  • Assume responsibility for programme M&E - documenting activities, monitoring indicators, reporting and recording progress against the programme’s theory of change.

  • Ensure management and performance appraisal of the programme team and its pool of consultants.

  • Prepare narrative and financial reports internally and for the donor.

  • Supervise the financial management and administration of the project.

YOUR EXPERIENCE

Education, knowledge and experience

  • An advanced degree in law, political science, social sciences, international development, management and administration or other related fields;

  • Proven experience in implementing projects, including in overseas advisory roles;

  • A minimum of 10 years relevant work experience in security sector reform/administration, governance, rule of law or a related field;

  • Experience in managing DfID funded projects will be a strong asset;

  • Proven ability to plan and organise work and establish priorities;

  • Candidates with experience in the MENA region will be prioritised;

  • Excellent command of oral and written English; knowledge of Arabic is an asset;

  • Outstanding communication, negotiation and drafting skills;

  • Strong planning and analytical skills;

  • Ability to work under pressure and within tight deadlines with patience and diligence;

  • Excellent organisational skills; attention to detail and determination to meet deadlines;

  • Proven experience leading international, multi-disciplinary teams;

  • Cultural sensitivity;

  • Strong MS Office skills, particularly in Excel.
