DCAF – Geneva Centre for Security Sector Governance is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. DCAF's Foundation Council comprises 63 member states, the Canton of Geneva and six permanent observers. DCAF has an annual budget of CHF 30 mio, with 180 FTEs and 11 worldwide offices in addition to the Geneva headquarters.

For our Finance Unit, we are looking for a dynamic and reliable manager to be our next:

Head of Finance Unit (100%)

Location: Geneva

Starting date: 3rd January 2020

Duration: unlimited

The role

Overall mission is:

• To accompany the Management in the choice of the financial strategy and its implementation,

• To ensure economic optimization through analysis and recommendations,

• To ensure that the accounting and legal rules are respected and ensure the proper execution of the internal control system at Geneva and in the eleven local offices abroad.

Main responsibilities and related activities:

· Define DCAF’s financial strategy in collaboration with the Head of Resources and the Management

· Reinforce the financial sustainability through a robust cost accounting, proper cost recovery system, optimized grant management in collaboration with the Head of Resources.

· Manage the financial closing process, draft the consolidated statutory financial statements, coordinate the audit activities and deal with the auditors

· Ensure compliance and finance legal requirements

· Manage organizational cash flow, forecasting, treasury and currency exposure

· Establish and implement controls for financial management, accounting, reporting, procurement to ensure transparency and manage financial risks across the organization.

· Lead the annual budgeting and planning process in conjunction with the financial operational controller, oversee budget and monitor its execution; report on the financial situation to the Senior Management

· Manage the relationships with all central services providers, including periodic review of services and prices, to maximize value and improve efficiency

· Manage, develop and coach a team of 3 persons and develop and implement the new internal matrix organization, in collaboration with the division finance officers

· Coordinate and ensure the quality of services provided to a third-party organization

· Lead finance task forces to enable transversal contribution on financial management

· Actively participate in Executive Management Team (EMT) meetings

YOUR EXPERIENCE

• Higher education in Finance and Controlling

• A minimum of 10 years’ experience in a similar position, within an international non-profit organization (previous experience as a Head of finance/CFO or as a senior audit manager in a big4 firm)

• Working knowledge of GAAP (SWISS GAAP RPC), audits and other regulatory requirements in the financial field

• Experience in nonprofit accounting required (e.g. revenue recognition) and in external or internal audit

• Expertise in grant management and donor audits

• Ability to work in a methodical, structured, rigorous and autonomous way

• Practical approach in the analysis and operational resolution of problems.

• Creative force, proactivity and anticipation,

• Excellent managerial and relational skills: strong listening skills, adaptability to different interlocutors, analysis and negotiation,

• Excellent leadership skills and transversal influence

• Excellent team management skills

• High proficiency with Microsoft Office Suite, particularly Excel.

•Experience using ERP, Financial and Cash Management Systems (knowledge of Navision software is an asset)

• French and English fluent (Spoken and written)
