qualified international staff with operational activities in over 70 countries. DCAF is internationally recognized as one of the world’s leading centres of excellence for security sector governance (SSG) and security sector reform (SSR).
Its Operations Department is seeking a professional and qualified person for the following position:
Programme Manager for results and learning- SSAD
Starting date: End May 2019 or upon agreement
Duration: 12 months, with the possibility of extension
Location: Geneva
Reporting to the Head of the Sub-Saharan Africa Division, the Programme Manager for Results and Learning supports a result and learning approach to program management in the Division. She/he is responsible for a SSAD’s performance management system and in producing regular internal and external cases or articles on programme and divisional performance and achievements. She/he contributes to developing new projects/programs and in raising funds for these new initiatives. She/he assists the SSAD Division management in using the performance information for decision-making, resource allocation, and lesson learning.
The main responsibilities:
- Contribute to the design and implementation of SSAD’s programmes through the provision of advisory support to teams throughout the process of project design and planning, implementation, monitoring, evaluation and lesson learning;
- Support the implementation of the DCAF approach to programme management in the Division, including through the development of tools and coaching for staff on monitoring, evaluation and learning;
- Contribute to scoping studies and the identification of needs and programme opportunities;
- Review and ensure the highest level of quality of the of the project documents and reports submitted to donors;
- Advise and provide input into the design, implementation and dissemination of evaluations, special studies and assessments;
- Assist the Division to select data collection methods for adequate monitoring and evaluation of national partners' performance and of the SSAD programmes (these methods may include field visits, quarterly reports, specialized surveys and other sources of information);
- Assist the project teams in reviewing these methods and making improvements to their monitoring and evaluation plans;
- Develop a lessons identification process for SSAD programmes, support the gathering and dissemination of good practice and its integration into future programmes;
- Contribute to, and in some cases, lead on the drafting of tools, case studies, blogs and knowledge products, including the three remaining ECOWAS tools;
- Contribute to the Operations departmental wide systems and activities around the i) the roll out of Operations Project Cycle Management (OPCM) training; and ii) the development of a departmental-wide system on lesson learning;
- Support the RMB reporting process for project teams and contribute to donor reporting as required;
- Contribute to the exchange of information between the different divisions within Ops through formal (practice groups, BBL) and informal means;
- Contribute to donor relations, the development of funding proposals, and provide support to external communications and strategy development;
- Assist the Head of Division in the management of the Division as needed.
Education, competencies and experience:
- Professional experience of project management (a minimum of 8-10 years relevant/programme management experience), in the field of governance, security and/or international development assistance;
- Proven capacity to align project and programme initiatives with an organization’s strategic objectives;
- Familiarity with participatory and design thinking processes, and able to apply these in order to explore problems and facilitate innovation within project teams;
- Familiarity with instruments such as IATI standards and have experience and methodological knowhow in program and budget planning within an RBM framework;
- Knowledge of lesson learning for development programmes and a track record of dealing with and successfully applying for donor funding;
- An advanced degree in development, security, international relations, business management or public administration;
- Excellent English and French (both written and spoken) – knowledge of Arabic or Spanish would be an asset;
- Professional experience working on development environments, field experience an asset;
- Knowledge of security sector reform and governance would be an asset;
- Flexibility, including availability for short term missions abroad.
- Swiss or EU citizenship or a valid work permit for Switzerland at time of application a pre-requisite.
